Sumit sir, ek kaam kar sakti hai government instantly wo ye ki begging ke liye location fix kar sakti hai jese sirf mandir /Masjid/Church/gurudwara etc ke bahar Beth kar log bhikh mang sakte hai uske alawa har jagah bhikh manga crime hoga ese logo ko jail me dal Diya jayega isse ye hoga ki wastav me jinke pass begging ke alawa koi option nai hai wo log agar mandir ke bahar honge to jo log karib logo ki help karna chahte hai wo daily weekly ya monthly basis per help kar sakenge, dusra ye ki agar daily vyakti same jagah per begging karega to uski counseling karke bhi usko isse bahar nikal ja sakta hai, jese bacho ko child care centre per bheja ja sakta hai mahila bal vikas department ki scheme se unki help ki ja sakti hai, disabled/ transgender ko bhi education ki importance batai ja sakti or bhi bahut kuch kiya ja sakta hai agar sare begger ka ikkahata hone ki ek jagah decide kar di jaye, isse logo ko bhi duvidha nai hogi jaruri kam per jate time ki humne kisi ki help nai ki, or government certificate bhi issue kar sakti hai ki inki financial isthiti thik nai hai isliye log apni swaikcha se inki help kar sakte hai.or dharmik shiksha dekar waha unhe kaam karne ke liye motivation bhi kiya ja sakta hai.Etc.

For the Begging issue... Central govt. should make a announcement/ healthy competition in all states major cities that if any state/city who removed its begging issue smoothly.. That state will get a special fund and recognition at the end of the year. By which we can easily track state govt involvement in the *Begging Mafia*.

We feel the same dilemma with respect to the situation of begging. The govt should take iniative nd introduce schemes for the beggars who are disabled or poor And take strict action against that mafias.

Sir you have comprehensively covered the beggar issue, but to add some points, a national register can be maintained to ascertain cases of child abduction and their rehab, further steps are needed to see that skills are provided to beggars willing to work but unable to find it and for habitual beggars especially children Counselling services can be piloted. For those who are making it a business there needs to be some kind of policy including punishment post training/skilling/certification if cases of repeat are there

Sir I totally disagree to your statement on Cross voting in Himachal where you are saying that these MLA are offered money or feared by ED and CBI. As an Aspirant in Himachal I totally supported these 6 MLA crose voting because CM of our state is like a dictator not even following Supreme Courts decisions as many youths have win their case from Supreme Court and these 6 MLA was humiliated by our CM. In unemployment Himachal became no.1 because no job was given to Youths in past 14 months.

Government should identify the area of real beggers in country and it should provide a kind of card issued by government so that if need they can show it to the people . probably it would help the poor and also would recognise those distinguished poors and penalise and punish them .

For tackling the issue of begging,government can come up with a scheme that rehabilitates all beggars at district level..by categorising them as disabled,old aged, transgender, widowed etc and creating some sort of identity card for them..through this all employable opportunities can be provided and made available..and to urge beggars to actually work and not merely beg as it is convenient Giving money to beggars can be illegal with mild punishments(like that of community service)🤷🏻‍♀️ so the begging syndicates will automatically stop working as it wont be profitable anymore..meanwhile govt can rehabilitate them with the help of different stakeholders..their id cards can track their progress 🤔

Last question At first as a DM I inquired about the reasons for this issue... If the factories are involved seal them first... 2ndly as a penalty I will ordered/declared the owner of the factories to people medical nd water cleaning responsibility nd charge my special team to look into it. Further process (case of their factories seal )will take in court we know... My early steps will at least make some impact on locals nd water 💦 too.
