There are ultimates in the game that have remained unchanged for many patches, and as newer characters are added or older ones are tweaked, especially with damage resist abilities, ultimates like blade or tire become completely obsolete as long as their target has their damage resist button off cooldown. Ultimates, as they are scarce and finite resources, should NOT lose most of the time against a cooldown. Managing your ultimate around cooldowns isn't fun, especially when so many characters have tools to negate/survive an ultimate.

The fact he can block this much damage AND deal unblockable/undodgable damage back is where he is broken, imo. If they toned back the damage reduction to like 50% instead of 80% like Ram and Doom (which he is a bit questionable too considering his gauntlet and Haz's gun are about the same size. Ram actually sorta makes sense), it would be more fair, specially since attacking Doom amps him up, whereas Haz can attack during it, and Ram can't unless he is using Annihilation. Although, something else they could do is make the blocking object an actual physical object that blocks damage for a short time, this way it works more like a solid unbreakable surface rather than an invisible wall that reduces all damage taken from a certain angle before it's actually applied. This would make it easier for some characters to deal damage and make it more based on on where the enemy is aiming, rather than the angle their attacking from. Overall, the block animation itself would mostly be to block the face, generally the place most players aim, and force them to aim elsewhere in order to damage him.

Silver take Every tank can "tank" to some extent However Hazard can take and kite a lot of attention, damage, and resources with low risk/skill (not saying he takes no skill to play but if you’re half way decent with him you get way more of value as opposed to playing the next best tank hero) his abilities are impactful and easy to use and come off of cooldown fast. B L O C K: 75% Damage Reduction for around 4 seconds on top of it being on a resource meter oh btw did I forget to mention that it also reloads your gun overtime and damage any enemy that get close? You get all of that just by holding the block button. Now put that ability with all the other abilities Hazard has, and he's an absolute menace. Everyone's so angry about hazard's block, but in all reality he's probably one of the most balanced characters we've had in awhile. His block doesn't last very long and sure, it can survive a tire and an ult from DVA, but so can doomfist, ramatra, and orisa with their defense abilities and their abilities are arguably better defense wise, the damage from the spikes from his defense form isn't that much and you have to be extremely close for it to damage someone, which is a very risky thing to do because all it takes is one sleep dart from ana, an orb from zen, or them just waiting out his block and then he's screwed. Ramatra has better block in his muscle form, and hazard is extremely easy to counter with almost any other tank. People just want to complain for the sake of complaining these days.
