If Tibetan Settlements are for Tibetan Refugees, those who hold foreign nationality and live abroad should return their land to the CTA and make way for those don't have land. There are many people without land and living in rented accommodation. CTA should look into this matter.

I think u didn't get it. All the people sitting right dere r more comfortable in english. Imagine talking to a person in English who does not know English. Have some common sense n make sure not to make a fool out of urself next time.
