[OpenBVE] (New PA) Full ride on the Harbourvale Line

SMRTG has recently replaced the PAs on our trains with new announcements.
The entire announcement sequence has been overhauled and our trains' VFD has been updated to sync with the new PA! This feature is still being perfected, hence no release date shall be provided till we're satisfied.
Initially trialled on one of our C651A trainset 239/240, the new PA has been rolled out to all trains.
