how do i test , if the voltage is 690V which in not in the list of standard voltage rating

At 690V the next highest voltage on the AWA-IV is 2,300V. That will hit your windings with 5,800V during the step and again during the surge test. I do not suggest you go that route. I have one oddball 630V application, so I just test it at 600V. That's really all you can do, and it should tell you all you really need to know about the health of your insulation.
