Great turn! I am curious about something. Could any of the powers place an insurgent in any country to turn it? For example, could the US put an insurgent in Iraq or the Soviets doing the same in South Africa?

No. There are starting insurgencies at the begining of the game. Beyond that, it depends on what random events are rolled and if the PRF is formed.
