You have three surface warships in sea zone M4, so Tripoli is surrounded. In version 3 and earlier, you had to declare ships to be blockading. Now, just having three surface warships in a sea zone automatically blockades any adjacent enemy naval facilities.

@@HamboneHQ Excellent question. The pertinent clause is "three surface warships." You worry a naked carrier might not count as a surface warship. The definition of "warship" from the glossary is, "Warship: Any naval unit that is not a Naval Transport." So the fleet carrier does count, even without aircraft. Also, my light carrier counts too, as long as we are aligned.
