I think they tried to go back to Papa I when they came up with Papa III. The "Nameless Ghoul" (likely Tobias Forge) who does the interviews stated that he wasn't a fan of Papa II, and missed Papa I. However, as an "in-universe" theory, I speculate that Papa II and Papa III are actually the sons of Papa I. It could explain the funky mismatched eyes that all of them have ;). Genetics.
