It's about over healing. If you heal 10k within a turn, Enel boosts everybody by 3.75x. the more you over heal, the more damage you do

His special is based off of over heal. His ATK multiplier is a range based off of how much you healed in the previous turn (0=2x ATK -- 10,000 = 3.75x ATK). This includes healing from specials. The idea is to heal a lot the turn BEFORE you burst
