In simple terminology, express edition is like light weight software, here your system resources have minimal usage, where as enterprise edition is a complete software, here your PC is loaded with all modules, For any beginners or for practicing SQL, I recommend express edition

Every step you followed is correct, looks like the path that you are entering is not correct. Let's copy C drive path and open the explorer and paste the path in that and check If the file is opening from windows explorer then the path is correct, If it's not opening then there is some issue in the path that you are providing Secondly, check whether you are giving space at the command line that you are executed If still the issue persists, just let me know
