One interpretation is that the character played by Graham Greene is not "real" but some sort of warrior spirit that came into the real world in the sweat lodge ceremony. That's why to the question "where you from" he only answers by sprinkling water, meaning "I came from the water or steam". You could also see him as a split part of Maguire's personality (the "warrior" in him), so when he says that the nations are all the same it means Maguire doesn't really care, it's just something he read in a book.
