Finally, to end your turn you press the button in the middle which causes all pieces on the board to move one space in a predetermined direction. You win by getting 4 in a row.

The extra rule is just that you can move your opponents piece in your turn (if you choose to). There is also a 3 dimensional connect 4. It's connect 4, but where you can build over and block other pieces (to certain extent). The board is actually rotates on this one too (different mechanism). The extra rule on this one is that you have to be able to connect 4 pieces from one of 3 different perspectives.

from watching it for the first time the rules i got is its a turn based game where each turn one person gets to move a ball and then place a ball (except for the first turn) then they have to hit the button that rotates all the balls and to win you need to get 4 of your color in a row. if there is more to it i missed it. edit: also i watched it again apparently getting 4 in a row by placing it doesn't count you need 4 in a row on the opponents turn. also it seems that you can only move a ball one space
