Two different weapons. There’s a hypersonic cruise missile which this wasn’t, and there’s ballistic missiles that carry MIRV warheads which this was. The MIRV warheads do reach hypersonic speeds upon reentry but to be honest this might’ve been something else entirely. These projectiles weren’t on a ballistic trajectory, these came straight down almost as though they were fired from an orbital platform.

That's how missiles that leave the atmosphere re enter the atmosphere. The MIRVs detach from the main missile assembly in the upper atmosphere and fall straight down onto their target. Although I don't think this missile truely left the atmosphere because mach 10 is too slow for that. The straight down trajectory and the speed make it impossible to intercept. A true ICBM that leaves the atmosphere, Russian Aventgard, can reach speeds upto mach 30 on impact.

On the video you can see the last 1km of the fall, under clouds. It i about third of a second, herefore Mach 10.
