19:32 I don't know when the blockage was cleared in your playthrough but the water wheel was still held fast by the tentacle creature when I got there with no way of clearing it at that point. I was still able to carry on though by climbing the wheel.

I did the same and couldn't find a way past the current. I reverted to an earlier save.

Follow the path and you should be able to get through. I got here by accidental exploring early game and passed that area
