I think use pelvic binder is the immediate measure, because to arrange blood it takes some time

Exactly... immediately control the blood loss by using pelvic binder and start blood transfusion.

Yes 1st we have to stop the bleeding,, then do blood transfusion..... In dams, bhatia all gave use pelvic binder to stop bleeding....
