one thing i noticed while trying to maximize my performance for OSU is that using capped fps like 140 fps rather than uncapped / unlimited makes me play better

What's better is from what I know, if you don't want your fps go overflow but still want unlimited gameplay, you can go into Nvidia control panel set limit the individual game to 1000fps, that way you can still have unlimited gameplay and save some fps for other background program or possibly the background videos/storyboard etc. I found it pretty useful
