Should let the PD choose the assistant Chief so they don’t feel like they are being controlled by the mayors office and doom spiral like the original 3 captains did when they heard a commissioner(which turned into a chief selection) was being appointed

I agree. Or maybe an alternative that's similar to Nino and Osvaldo's ideas would be to have the PD vote, then the three officers with the highest votes are considered finalists. Then the mayor could choose the Chief of Police from those three officers that were chosen from the PD (or more options)

They may need someone who isn’t in the PD at the moment. It seems like most of them care more to protect other police officers rather than the public at whole.
