Actually, I'm pretty sure the writers did purposefully make them a couple. Not only are they compellingly written in that direction, but they're also portrayed by LGBTQ actors. You can look it up: Robin Lord Taylor (Penguin) is openly gay and married, while Cory Michael Smith (Riddler) is openly bisexual, which pretty much fits their sexuality. Look at me in my speckled eyes and try to tell me they didn't actually intend for these two to be shipped together..
