The only reason why sasuke chose not to get the arm is because it was made from hashirama cells and would trigger a power up within him surpassing naruto and he wanted them to be even. But now that sasuke lost the rinnegan and naruto kurama, like dawg please just put on the arm, use the hashirama cells to awaken another rinnegan. I mean if Kurama is made with pure Chakra after splitting the ten-tails can't he be recreated with massive chakra too? I mean Boruto tells us there are more than one ten-tails . And if you are saying it won't be same as the OG one, then Sasuke lost Manda too,but it got replaced with Aoda and they are quite good. But on the other hand, Minato was able to use Reaper death seal on Kurama,so that must means Kurama must have a "soul" to offer to Shinigami. And if he has a soul then he's safe, I mean what Minato tamed was half of Kurama's dark soul in Shinigami's belly. Or if you want a physicall form,you can just reanimate or seal back again inside you.

Meaning bye-bye Kurama Chakra Link Mode and everything that comes after as a result of their friendship. It may be the past Kurama but it wouldn't actually BE Kurama as he was at point of his death.
