IDK enough about cold approaching BUT some good places to meet people are bouldering gyms, dance classes, and volunteering at animal shelters. Obviously don't do these things JUST to find potential partners. Your aim should be to have fun doing the activity while being a normal socially well adjusted person. Once you build some good rapport with someone try asking them out for breakfast/lunch/dinner/coffee.

I wait until my drink is coming to me then I turn to the girl and compliment her, can be her earrings a necklace anything just say its looks nice, take your drink and walk away... they will come to you! it always works.. just show a little interest say something nice and walk away! Don't go out of your way to approach them it makes it awkward for you and them on point... make it a point to make it look random while they are ordering a drink or you just happen to be walking past them. make sure you get there attention good eye contact and compliment them and walk away! She will smile and be thinking that was really nice.. And this leads them to think your not like others trying hard and she will come to YOU! because that was 100% diff then what she is use tooo.....

Best thing to do to be approachable is be welcoming. Truth of the matter is that you gotta look happy and outgoing verbally as a show to lure a person of interest to notice or see you. Then the attractiveness is to be spoken through body language and voice change. If the person you like does not like you then boom move on and don't feed into the delusional dream in movies.
