It depends. While Regina was temporarily open to the idea of finding love again, the thought of losing it would've made her delve more into being Evil. She would've ruined her own happiness if she had met Robin Hood at this point. It was better that they met in Season 3 when Cora was dead and she wasn't Evil.

Draco wolf Nothing. She thought she was helping Regina. But in Cora's sick twisted mind that lacked motherly unconditional love, she thought the Sheriff of Nottingham would be a better match than the real Robin Hood. She thought Regina needed a man to overcompensate for her weakness, as he disclosed in this heated exchange. She genuinely wanted Regina to have a happy ending, thinking a baby will make her happy. Obviously, her plan was ill conceived with very misguided intentions.

+Draco wolf I figured she failed at controlling Regina's reign the way she wanted to and instead would do it to her child. Remember, later in the episode, Regina says "when I die of a mysterious illness" or something like that . . . If Cora got rid of Regina, and Regina's young child rose to power, Cora could manipulate them and be ruler through them.
