Well for one, I think it's self-control. We all know how much of a badass Regina is. She's pretty powerful in her own right and yes, she could have easily taken on Arthur and his men but it goes to show how much Regina has grown as a character. The old Regina would've done exactly what you said but she's gotten better at using her power only to a necessary degree. Secondly I think it's because of that moment where Emma freed Merlin from the tree. In a way it would've pulled focus from the importance of the scene. Also the whole point was for Regina to distract them while Emma ran off with the last ingredient to complete the spell.

+iRazenrak Emma saw the memory of Merlin turning into a tree, how the first Dark One used his tear of heartbreak to do so. Therefore, Emma and Regina assumed they needed a tear of heartbreak to FREE him as well (kind of reversing it). Regina's didn't work because it was true heartbreak BUT she got over it with Robin Hood. Henry hadn't gotten over that sadness with Violet so the tear worked with the spell.

I know that a heartbroken tear was the main ingredient, but they used other ingredients too. I'm guessing Regina collecting them based off of other spells used to free people from trees, or types of transformations. The tear was what Emma and Regina had to speculate on, everything else was just...assumed.
