generally another more democratic way to make it as difficult to pass acts other than having 2 chambers is to have a one/no district proportional representation unicameral parliament (with no percentage restriction so that a party that has 0.15% of the vote gets one seat), in that way many parties would have to agree for a legislation as is likely the first 2 parties combined would not hold a majority. and if you are afraid of a hang parliament then you have to not require a majority of mp's to support the government but only a ranked pears vote in the parliament to recommend to the queen who to appoint prime minister. so to conclude there would be a much more democratic legislative branch but retaining the difficulty for laws to pass and retaing a as democratic as possible executive branch cuz a lot of the time it is impossible to have an executive that is supported by the majority of the public if there are more than 2 views. NOTE MY POINTS CRITISISE HOW BOTH HOUSES ARE UNDEMOCRATIC
