With arcade games, the techs will say, ASAP - Always Start At Power. If the Playchoice isn't turning on, check the fuses on the original power supply. It may just be a blown fuse or two. I got a free Defender Stargate that wouldn't come on because two of the power supply fuses were blown. Fixed it for less than a dollar. As for your tabletop, which i think was originally a Donkey Kong Junior, plug the VGA cable into another monitor and see if you get a video signal. If you do, it's a bad monitor, and you can probably find a cheap replacement at Goodwill. If you don't, then check your video cable connections.
