The song is actually about Mardi Gras and the Flag Boy is the third highest ranking Indian in the parade, he carries the flag, hence the name. In front of him would be the Spy Boy and in front of him the Chief.

Hello my world traveller friends! My name is Jolynn and I am new to your channel. I've just started to watch your old videos and today I am watching this one period I wanted to explain to you what the song Iko Iko means and the flag boys. My family is from New Orleans and I am half Cajun/Creole period during Mardi Gras period there are tribes called the Mardi Gras Indians. They are African American revellers that dress in gorgeous attire that are handmade by themselves. They work on these costumes for the whole year and they are spectacular! During Mardi Gras in New Orleans, the tribes will come out, dressed in their beautiful feathered costumes and play drums/ music. The flag boy or spy is the one in the group that tells the chief or tribe members that another " tribe" approaching. When the tribes meet, they have a friendly battle back and forth with dancing and music. The song Iko Iko is a song a chant that means victory from this parade of Indians. I hope this helps!! Iko Iko is a pop version of a 100 year old insult song which was sung by the "Indians" (which are actually black organizations) who celebrated Mardi Gras in New Orleans. Flagboys are members of the troupe who carry the colors. Google "Mardi Gras Indians" and you'll see the fancy costumes they wear.
