That flower is a Hydrangea. If you Google it you'll see it in it's full bloom stage. The flower you saw is just starting to bloom but the whole thing gets filled with those 'butterfly' petals :)

The “weird” restaurant was such a find. The food is fine but the surrounding is such a cool chill place. Like I’d pay for the meal and not even eat it and just enjoy the games and manga at this place. This is defo a chill spot for friends.

Such a great video! I've been to Towadako in 2018 and Hirosaki in 2019. at 34:16 that building is open to the public and is a great place to visit. You mentioned the empty "lot" in the miniature village. That is correct the Hirosaki Bank (the one you had a shot of in the video) used to be there and was taken away because when I visited, it was really run down. Great video it brought me back great memories!

I think that's hydrangea involucrata at 14:58 but it's been ages since I have read up on them so I can't be sure. They're not to attract butterflies specifically, but I am not sure why they have the showy butterfly like flowers surrounding the rest of the flower head.
