Out with the Old! New Bull Coming!

I have a question and am hoping you can help me. My neighbor has huge fir tree limbs hanging about 14 feet over the fence and over my bull pen. We had a conversation 2 weeks ago he and his dad and I. I told him about my concerns of danger limbs. They said they would remove them when I said I was going to do it so I told him if he would do it I would appreciate it. Well they didnt. A windstorm tore 3 limbs off and they fell about 75 feet down on top of my hoop structure breaking my bulls neck and killing him. My JersyxAngus bull was a little over a year old. Im wondering what to do. I raised him from 1 week old. He was about 700 pounds. Any suggestions?
