UPDATE: Minitoon added a feature in the custom map which lets you add a new nation. So. this video is basically outdated and shouldn't be used.

I literally mentioned in the video title that the methods are outdated because they are too inefficient and slow for map making. ​I published a new video in 2020 where I showed a new method which is way faster and more easier to do. yes it is to declare on war, click on the enemy territory then click its flag then you will see a GUI which has ideology stats, then click on ">" which is near the ideology stat and then you will see the option to declare war. to move your troops, wait for move phase then you can move troops
