Do you need any specific mods to pull this off? Could you not use time stop in the base game anyway?

As stated in the video, you need the FreeBuild mod because of the game's limits. Pausing time will not work. In the newest video you can see a much easier way.

Nope, sorry. JWE2 has very tight constraints which wouldn't allow for stuff like this to happen.

I’m confused, is it only on PC where you can get every thing in 1. Cause when I go to sandbox and select JW is only gives me JW buildings . And when I click JP it gives me JP buildings. Same with Bio. So how can you get all of it.

No because it doesn't change the hitbox. It will just walk out (already tried it).

Not really no, the games hit boxes are too finicky to do so, I've tried multiple ways but there could be an undiscovered way.
