He is. All French characters in Outlander are played by French actors except for Mother Hildergarde who is played by Frances de la Tour.

It's always best to get an actor from the actual nation they are meant to be from to play the role. People from other countries may not notice the difference, but the audience from the country will. I'm from Australia, and it's always really obvious when they get a non Australian to play the role of an Australian. If they don't get the accent exactly right, it sounds terrible. Same for Outlander - I may not notice a fake accent, but I bet French people would, and it would sound just as bad to them.

@@animalrevenge1058 yes, France de la Tour's grandfather was French born in Australia who lived in Canada. Her father spoke French and she herself went to Lycée Francais, bilingual French school in London.
