I dont think you are allowed to choose the order of the creatures coming in with Rise of the dark realms, and this mattered because he drew 24 instead of 12 with gitrog

They all enter at the same time and see each other enter. The controlling player then gets to put their triggers on the stack in the order of their choosing. In the case of the narration, it was described wrong technically but it was executed correctly overall. Railway Brawler would see Ghalta enter the battlefield and give it the 12 +1/+1 counters to make it a 24 power creature for when it was sacrificed to Gitrog's trigger.
