Now as to if she did that to punish him, I don't think so. This is poke world we're talking about. Human life pails in value to Pokémon. The poke people aren't even talking to each other unless it's about pokemon. So it would make sense that the crazy dude that just fell off cliff, is harvested for brain, limbs and missing facial tissue. Makes even more sense if you take old saying in pokemon that "pokemon are just like people, we can't survive without each other". Dude should've just bought the magikarp.

Idea for the plot of the sequel: Magi-Man's hatred and rage against Brock (and Kanto too) slowly grows throughout the years along with his levels. When he reaches level 20, he evolves into a fusion of a Gyarados and a human, Gyara-Man. Brock tries to stop the evolution, but Gyara-Man slaps his hand away as he tries to reach for the B button. Gyara-Man then goes on an angry rant at Brock and their children (using Brock's Pokémon translator so that he would understand what he was saying), saying that Brock was a degenerate and a "Pokephile" for raping him and having children with him, calling the children "abominations". Brock tries to reach for the Poke-Ball to call Gyara-Man back, but he simply grabs it out of his hand and crushes the ball in his jaws, destroying it and freeing Gyara-Man from Brock's ownership. He then gruesomely kills Brock and the children, chomping on their bodies with his powerful Gyarados jaws until they were reduced to red mush, to which he promptly spat out on the floor. With Brock and his unwanted children dead, Gyara-Man knows what he has to do next: destroy the Kanto region, the land that had so terribly wronged him. He ransacks Brock's house until he finds the TMs he was looking for: Hydro Pump, Thunderbolt, Body Slam, and most destructive of all: Hyper Beam. He also takes a lot of potions too, just in case the Kanto police force would try to intervine. He then sets out on his long and destructive journey to destroy the Kanto region, ending millions of innocent lives in his rage.

Pretty sure Pokécenters DO treat humans, too, I do recall Ash ending up in hospital quite a lot in the original run. It's a bit easier to run free healthcare for all when you have magic animals that can cure all injuries and technology that emulates those abilities. Oh, and there are several Pokémon out there that are confirmed to have been made from dead humans, mostly Ghost-types. So that wouldn't be unprecedented.

it would probably have a cool and badass design too. We know that somehow the dude's genetic code and the magikarp's genetic code have mixed, hence the weird human/magikarp babies. So it's not unfathomable that the guy would ALSO evolve with the magikarp. If that happens, I'm pretty sure a new pokemon all together forms, with aaaall the benefits of human intellect and ALLLL the benefits of Gyarados. To say the towns folk are screwed is an understatement.

When you also realize that most pokemon can mind control humans... it makes you wonder if the humans are even in charge. Especially when you remember how many bits including the lore talked about pokemon and humans marrying one another... or people being turned into pokemon... or the unlucky pokemon like gardevoir looking like a female when it is a male. Pokemon is a horrifying world in retrospect. The only thing that might be wrong is that he didn't die and become a ghost type pokemon...

If i remember correctly Game theory have theory about nurse Joy being an evolution of Chansey. And lorewise during the great pokemon war it were stated that there were few humans around but they had abilities similar to pokemon. So the theory dont seem that Farfetched, add to that Meowth actually learning how to behave as a human (with the trade of losing his ability to learn new moves) and the humans ridiculous resistance to pokemon moves, (i mean how many people can survive 10.000 volts from a Pikachu?) and it seems pretty clear that humans are quite related to the Pokemon. That of course makes Pokemon battles even weirder considering they basicly catch and use their relatives in battles.
