No. They are not the reincarnation of Takiko and Uruki... that would be weird and make zero sense. Also, Takiko is a better character. Have you read Byakko Senki yet?

@@macondeocareza9617 Byakko Ibun is a prequel short story. Byakko Senki is the new manga about Suzuno. The first volume came out last year. The next volume should be released in 2022.

This is 3 years late, but the answer is no. This is one of the many OVA stand-alone arcs that take place after the series ended. Most of the OVAs are in my opinion not canon, since they're not part of the manga, and they often retcon or have completely different outcomes than the manga. (In the comics and original anime series, Miaka's baby is a boy, but in the OVA her baby is a girl.)
