For an Over Easy egg the white is not fully cooked.

Over easy = Runny white and yolk Over medium = Solid white, runny yolk Over well = Solid white, solid yolk Over hard= A popped yolk cooked until well. No egg should ever have crust on the edges or bottom either, regardless of which egg your making.
