Over-pitching effect on helicopters

Why is a helicopter designed to allow or give room for over pitching? If designed properly, over pitching would be impossible.

It's because you need the extra pitch control available for reaching a decent speed in forward flight. If you use that extra pitch control when hovering, you will over-pitch and lose rotor RPM. Once your flying forward though, you reduce collective to maintain altitude but you now need that extra cyclic control for reaching higher forward speeds. That's why.
