If you were trying to overclock it for the most amount of safe MH what's the highest power you would give it?

I really want to undervolt my antminer s9, can it do it?

Any ASIC can be over locked/undervolted but only if you know what you're doing. You can seriously damage the machine making it useless. Use caution. I do believe Hive OS offers firmware for the S9.
