@@angrytheclown801 The Court of Owls stands for the status quo of Gotham, which typically is a bad thing since it's a city where the rich exploit the poor as a quasi-aristocracy, but in this case the status quo is a better alternative then what the Bat is up to, so in this particular situation they are the good guys though it'd be better to say they're more antiheroes/ antivillains.

Like killing, mutilating and kidnapping. But the lack of him trully made things get worse, they probably are not even close to a better alternative. They don't want to solution the thing here, they just want the threat dead. Batman threats them, the other psycopaths running wild on the streets don't, so even Joker who killed more than 30 people on the recent years can come and go as he wishes on their view.
