This is good history, actually the rebels poisoned the water in the streams of most parts of luwero, wic water was basically used by the govt soldiers at that time, they knew that this would entice the chief of stuff to go to luwero with a mission of getting a solution to poisoned water. And also remember serious raids against the rebels had been planned with intention of waiping up the nra rebels. Indeed its suspected that the nra shoot oyite plane down and it crushed, this was a major milestone for the survival of nra rebels till the war ended
