This amount is for one person. You can only apply for your family visa once you are in Norway and get your residence permit, it can take up to 6 months for your residence permit to arrive once you are in Norway.

Walaikum salam, You and your spouse can apply for the visa at the same time. Your spouse has to apply a family immigration visa.
