Any country in the world that choses to be secular or an Islamic State should choose for their country as they please. A muslim living in west and not wanting to go back to Islamic states can be because of many reasons in present era. 1. First of all, corrupts and monarchs are being supported by west in Islamic countries. So you cant really say that there is any shariah law implemented in its true essence muslim countries. 2. Country like Iran, is under economic seige. If its as stable and as independent as a western country, there is no doubt that people who are pro religion would like to settle in such places. So we cant say that Shariah is the problem here and personal liberties in west outweigh Shariah..simply Not.

Imam Ali Khamenei is far from what you describe. The example is how they have managed to turn around Iran from the corruption, humiliation and poverty under the ousted West-supported Pahlavi dictatorship to a shining beacon of Original Islam.
