The extreme lack of humidity in the air causes vegetation - living and dead - to significantly dry out and become susceptible to fire. The tremendous wind speeds can stoke any spark - from a fallen power line to a cigarette butt - into a rapidly spreading conflagration. So either a powerline fell or someone didn't put out a cigarette wind by itself can not start fires

Yes last time there was those massive wildfires in California it was due to Edison power company and a faulty device that set off. Unlikely that any power company would ever come forward because this is another trillions of dollars of damage in high value homes. My theory however is it's the insurance agencies the more the insurance agencies can make expensive insurance rates and deny Californians insurance, the higher the demand will be in the real estate will still skyrocket. To the rich and powerful can be moving many things behind the smoke and mirrors.

My son is a wildland fire fighter. They have spent numerous weeks in California the last couple of years because Cal Fire could not field their full contingent of engine crews because the governor fired firefighters for not taking the Covid Shot !

This is one reason it’s not wise to build your house is too close together, I know it saved space but, but also one thing I noticed in California in the last 30 years is, there’s no cleaning up of under brush dead trees. Brush on the ground makes fuel to start very rapidly.
