let's just say not many would be composing flamenco if it wasn't for paco or at least the flamenco in their style eg anyone after 1960s after paco established himself.

I get what you mean but in the long run many people end up using the "best" definition so broadly, and most people outside flamenco only care about paco de lucia because of this, and they miss the rest of the gold

actually it's not that smart. "the best" is quite vague. it must be defined, best at what? at making the best picados? yes, and the best at many other ways of using the flamenco guitar. but for many, not the best composer. he has surely composed many great pieces, but some would argue the best composer is someone else, like sabicas, manolo sanlucar, vicente amigo or other. in my case my favourite composer is el nino miguel, and I quite prefer is "toque" gitano, that is not as accurate as Lucia's
