if you want to relax from crowd then visit South Goa. For budget tourist Hire bike for yourself for 2 days in 1500 rs -2000 rs if you know to drive and explore as much . book hotels near village side 3 km away and not near beach. Beach Hotels will charge you 3-4 times more. I have visited more than 10 times and seen nearly all Goa .

I visited goa in 2022...No bike rent from Panjim bus stand...No cabs ...No Ola or Uber to go to Baga...Few cabs were asking for Rs 3500 to go to Baga from Panjim bus stand....Ultimately because of no transport had to pay Rs 3500 for 15 km distance...Roads were filled with garbage and potholes .. That was the last time I visited Goa...After that went to Thailand and it was so Nice and at a less price overall... Roads are so nice in Thailand , clean and food is tasty ... Thailand and Vietnam is 1000 x times better than Goa as only scamsters are in Goa .

When World is focusing on Indian Tourist. Goa was/is focusing on Foreign Tourist. We had requested Goa Government to focus on primarily Indian Family. Families spend more then Bachelors and Hippie Foreign Tourist. We had requested Government to talk to Major Players to bring Investment on Disney like Amusement Park. If Children like Goa, Parents will visit more Goa. Thailand has many mega Park, Thailand do focusing on Historical and Religious monument But Goa is focusing on beach only. Goa should focus on its rich Historical monuments and Religious sites also. Rates of Flight Tickets is also a matter of concern. Narrow Roads, Inadequate Parking is a big problem. We had requested Government to build RCC Multi Storied Parking Facility in some crowded Places But..........

Tourist come to relax, not to follow the schedule of waking up early going for a morning walk and get ready and go to work,so finding no people early in the morning especially in a place like Goa where after enjoying a party late until night drinking dancing,doesn't mean that tourists have stopped coming, For sure there is a decline in tourism not just in Goa but almost across all places is bcoz the majority of people in India don't have the kind of disposable income to spend on vacations and the very few people who have disposable incomes like you have rightly pointed out have plenty of choices even in international holiday destinations which in many cases are cheaper than local indian tourist destinations.

Absolutely flights and hotels too high. Insanely expensive are the flights. It’s a total waste. Then getting a local commute of your choice in Goa is a challenge. If December gonna be like this.
