Any country can contest the provisions of WTO/TRIPS and make laws as per ones own requirement. For example India did sign up TIPS patent regime, but changed one rule to prevent ever greening of patents which is common in west. So India incorporated a provision called section 3(d) which prevents ever greening of patents. Entire west was against it as it would favour indian domestic pharma companies. Now they dragged India to WTO and Novartis filed challenged the provision in Indian supreme court. Entire legal fraternity put forwreded excellent arguments and the provision was upheld. Pakistan can stop unnecessary imports by imposing tariffs and save foreign exchange.It all depends how we put our arguments .

Infact when pricess of pharmaceuticals were dominated by multinationals , India changed law and removed product patents and honorued only process patents. with this change in indian law entire indian pharma industry grew @@SulemanAbbas-jp3im

Petrol was subsidised for Rs10/- for 40 days by IK Govt then it was PDM but don’t know what PDM was doing, in opposition the same man was arguing that Petrol can be made more cheaper, when they are Govt they will be on other side of the table.
