as of now, PCB should focus on preparing the stadiums and infrastructure for CT and prepare a Pakistan team who can give a good performance in CT. If India comes, great! If India refuses, fine, let them play in Dubai or wherever they want. PCB should not burn their energy in trying to get India to visit Pakistan. It will not be end of the world if India does not come. Other six teams will come.
