The corruption led to the downfall of cricket in Pakistan, while India has grown from strength to strength both financially and as a cricketing powerhouse. If the Pakistan board was financially strong then the whole Champions Trophy would be held in Pakistan. India contributes 80% of ICC revenue, of which Pakistan gets 6%. So basically, the BCCI is funding Pakistan cricket and therefore Pakistan cannot negotiate much. Remove the corruption and become financially independent and then you can negotiate as equals.
