Based on historical contexts, the latter seems more plausible. So I would beg to differ on your premise. Jews scattered all over the known world to save themselves after they got invaded by one empire maker after another. They lived the life of a dhimmi and paid jizya to survive those brutal times. They took on jobs that no one else wanted and became exceptional at each one of them. The only country where they probably did not have to pay jizya or accorded a dhimmi like status was probably India.
