Update: Owain does not crash the game if he has Reopening. I believe it is as suspected where Panette's extra true damage based on missing HP is causing the issue since it's not tethered to any Special. It's the same reason as to why Laguz Friend and GLR don't make her crash the game as well as True DR effects like Seteth or Excel. Also, there was a DC seal present throughout the video but to clarify in the comments as well, it doesn't matter if she has it equipped. It will still crash the game. Update 2: It's been patched. We saved the city! (Just ignore all the damage it did though)

Software Engineer undergrad here, I don’t know much about the order or the manner in which the damage formula references its values, but it can definitely be an issue of them not accounting for a specific type of damage coming from two different references at the same time. (Since it’s the first time an inheritable B skill adds this type of true damage). The stars had to align for this type of niche scenario to occur XD It’s pretty fascinating

Tbf I don't think there's any record of IS actually banning people for anything other than hacking. Even emulators and macros are supposed to be against TOS but no one has ever been banned for it. Makes me wonder what actually gets you banned in this game (besides hacking), even chargebacks just give you negative orbs and nothing else lol

Gachas only ban people for bug abuse for things like cheating in the amount of currency you get or getting pulls than intended and even then some will just take back the currency. FEH doesn’t even ban people for filing chargebacks and just takes back the stuff they bought. Looks like a memory leak that comes from indefinitly adding the calculated damages to the skill and then the weapon and then the skill, etc... Maybe I'm wrong IDK

Memory leaks crash the game slowly. You'll see the game struggle for a while because it's trying to work with less and less free memory. Not to mention that there's no reason here for the calculation to repeat itself (FEH damage calculation stages either happen simultaneously or at a certain order, they don't update dynamically).
