if possible, rub the sides of water tank few hours before using this instrument so that the dirt will rest at the base after 1 Hour and you can easily remove it in one go.
agar aap tank k side be saaf arne chahte h to 1 hour pehle tank k sides ko ek bar scrub karke 1 hour k baad is instument ka istmal kare taaki mitti tanki k neeche jam ho jaye aur saaf pani waste kiye bina aap mitti ko nikal paye.

You're right. It will also not work if the tank is not full. Or at least unless the level of water is above the level of open end in the bucket outside. It works because at the open end pressure of water is less than the end which is submerged in the water, causing the water to flow through the makeshift tube on the way taking mud at the bottom with it.
