When deer mobs put you in off balance I've noticed that I can't dodge or parry while I'm off balance... but maybe that's a unique debuff that just coincidentally has the same name.

Yes it is. Or it's just a place holder name for the actual debuff when it gets added. Because you are right. The Deer Mobs do Cast "Off Balance" and it actually does do something.

It's just the basic pet ability bar that he dragged down to his other bars.
